Xi Calls for Legislative Cooperation between China, Russia to Underpin Bilateral Ties

Chinese President Xi Jinping has called for legislative cooperation between China and Russia to promote the sustained and sound development of cooperation between the two countries in various fields. Xi made the call while meeting with visiting Russian Federation Council (the upper house of the Russian parliament) Speaker Valentina Matviyenko at the Great Hall of the People in Beijing on Monday afternoon. Xi pointed out with the joint efforts of both sides, China-Russia relations have always maintained a healthy and stable development momentum, with cooperation in various fields being steadily advanced, cementing the social foundation and public support for generations of friendship between the two countries. In March of this year, Xi paid a state visit to Russia and reached new important consensus with President Vladimir Putin on deepening comprehensive strategic partnership of coordination and practical cooperation in various fields between the two countries. Xi said developing China-Russian relations is a strategic choice made by both countries based on the fundamental interests of their respective countries and peoples. China stands ready to develop a comprehensive strategic partnership of coordination for a new era featuring mutual assistance, deep integration, innovation, inclusiveness and win-win results with Russia, so as to boost the development and prosperity of both countries, and to build a prosperous, stable, fair and just world. Xi said legislative cooperation is an important component of China-Russia relations. He expressed the hope that both sides will make concerted efforts to implement the important consensus reached between President Putin and him, share experience in legislation and governance, and promote legislative cooperation between the two countries to a new level. He also called on both sides to strengthen communication and collaboration within multilateral mechanisms such as the Shanghai Cooperation Organization and the BRICS, guide reforms of the global governance system into a correct way, and safeguard the common interests of emerging market countries and developing countries. For her part, Matviyenko said the comprehensive strategic partnership of coordination between Russia and China is in the interests of both countries and the two peoples, has reached the highest level in history and continues to develop steadily. She said Xi’s state visit to Russia this March has injected strong impetus to further bilateral relations. The Russian parliament widely supports deepened Russia-China cooperation and is willing to further strengthen exchanges and dialog with the National People’s Congress of China, providing legal guarantees for the implementation of the consensus reached by the two heads of state.
