Clients caught red-handed will be fined. Anti-prostitution groups applaud the new measure which recognises sex workers as victims, not criminals. But aid groups, doctors and the police are divided over the law. Meanwhile, many prostitutes say it won’t stamp out prostitution and violates their personal freedom.
