The energy of UV photons increases at altitude, it doubles at 1500m

My dear atmospheric chemists and meteorologists, GO 10 seconds Solar UV rays (wavelength 400 nm) reach 100% on the ground, they have an energy of 299kj. This energy doubles at altitude, i.e. 2 times 299kj = 598 kj. However, the energy sufficient to break down the OH bonds is only 465 kj hv H2O = H2 O, (bye water vapor) The water vapor does not rise beyond 1500m. the water of the clouds did not rise from the ground (evapotranspiration) but it was born up there H2 O = explosion (lightning thunder) H2O torrent (rain).
