Sakuga (作画) literally means drawing. It is not something specific like “super spectacular animation“, but the term is used to define a well animated sequence and that’s it, good animation. Animation is fundamentally movement, so a sequence with good movement is already good animation / sakuga, the effects and uses of cinematography are only added to the base.
