HAARP Activity?

So, I saw this weird “cloud“ near Colorado Springs, Colorado. I’ve never seen anything like this ’s why I decided to film it. I don’t think I’m completely convinced on the HAARP I guess time will tell. When I reviewed this video on my computer I noticied a flash in the sky around :29 seconds. What do you think? I’ve seen sundogs and halos around the sun before due to the scattering of light from high clouds. But this seems to be focused on this one “cloud.“
