Ukrainian children left without parental care in the war-torn country are being sent to foster parents in Russia, after President Vladimir Putin issued a special decree allowing citizenship to be granted to youngsters from Ukraine. Moscow describes the controversial adoptions as a humanitarian move, but rights organisations say it is often unclear if the children are orphans or under what circumstances they lost parental care.
