Building the ULTIMATE Defensive Fort in Eu4

Today we embark on theory crafting an Eu4 Campaign where we try and stack fort defensiveness (and end up getting a bunch of fort maintenance cost and fort garrison size too for our trouble). We will restrict ourselves to ironman compatibility, achievement support and no custom nations, but beyond that, anything goes!
