What If The United States Had A National High Speed Rail Network?

The United States has never had a true high speed rail line, let alone an entire network. Instead, a quasi-governmental organization called Amtrak has provided the vast majority of passenger rail service across the country. But because Amtrak does not currently own 98% of its own track, its ability to speed up its trains or provide more service is severely hampered.
