Israeli attacks on Jabalia: Refugees forcibly displaced again

The Israeli army says it has encircled the city of Jabalia, in northern Gaza. It follows several attacks on the refugee camp in recent days. Heavy fighting is ongoing. Israel has again ordered Palestinians to leave residential areas. Hundreds of thousands of Palestinians remain trapped in the north. The Palestine Red Crescent Society says four doctors were killed when Al Awda Hospital was targeted. So why does Israel keep targeting that area and the refugee camp inside it?
