First you have to go to the entertainment district in Caernord, Ynystere and talk to an NPC called Estrella. Then you have to collect the mats to make the plushie. One of the mats is from a daily from a nearby NPC named Frieda. You have to do this daily for 3 days before you can get 3 Crystallized Tears of the Dead.
