M/S of a vicar, the Lord Mayor and other dignitaries walking towards the works. Outside the works, the Mayor is presented with a key which he uses to open the main door. High angled panning L/S of the works; built in a valley, there is a small tower at the top of a man-made slope going towards the reservoir. C/U of the Mayor giving a speech. M/S of a woman next to the Mayor (his daughter?) being presented with a bouquet.
