Path Missions - Settler Hubs - Early Work in Progress

I spent the weekend dusting off some code I started work on a long time ago (late 2018) and bringing up to speed. There was a lot of unknowns on Saturday morning, but I managed to make a bunch of headway on Settler Hubs. Unfortunately, we will need to place all the facilities “by hand“ for all the different Hubs (or import them from scrapers), but I am pretty happy with the end result, even though it’s a long way from perfect.
