See the terrible aftermath of flash flooding in Libya in our photos. Torrential rains caused two dams to burst. The deluge turned deadly in just seconds. More than 11,300 people are reported killed, and over 10,000 still remain missing, according to the Libyan Red Crescent. Water swept whole neighborhoods in the Mediterranean city of Derna into the sea. Experts claim Libya was ill-prepared for the storm, in which the political division of the country played no small role in the ensuing disaster. The United Nations World Meteorological Organization also insists that fatalities and property damage could have been prevented if adequate early warning and emergency management systems had been in place.
