Biden and Xi agree to restore military ties, but still at odds over variety of issues

This week has been a very busy one diplomatically as there was a gathering of leaders from the 21 APEC member economies.
The highlight was, of course, the Biden-Xi summit that took place at a country estate near San Francisco.
There they agreed to resume military communications but still, many disagreements still remain
Meanwhile, the leaders of East Asian countries, too, have had busy schedules, with President Yoon and his Japanese counterpart Prime Minister Kishida had their seventh summit this year while Kishida and Chinese leader Xi Jinping, too, shared their views on the need to revive the relationship.
How did experts see this week of APEC leaders’ meetings?
For this, we have invited Professor Kim Jae-chun, who is also the Dean of the Sogang Graduate School of International Studies.

(KIM) Q1. The highlight of the APEC summit was the Biden-Xi summit, which was held at the Filoli estate, California, which is around 40 kilometers away from San Francisco. Before we take a look at the specifics of the summit, could there have been any reasons behind the location being so far away from the city?
(RICHEY) Q2. Before the in-depth talks, Biden said that competition should not turn into conflict, to which Xi agreed, saying the Earth is big enough for the two countries to succeed. Against what backdrop do you believe the two are seeing the need to cooperate rather than aggravate tension?
(KIM) Q3. One of the major agreements made includes reopening the military communication channels that Beijing had shut after then-U.S. House Speaker Nancy Pelosi visited Taiwan in August 2022. Could we say this reopening hints at lowered tension regarding military conflicts?
(RICHEY) Q4. Though they certainly made progress in terms of restoring military communication, the two leaders had differing ideas about export controls. Apparently, Xi told Biden that investment screening and unilateral sanctions hurt China’s interests, only to hear that the U.S. has no intention of lifting them. Could we say they could not reach an agreement on economic sanctions?
(KIM) Q5. Another contentious issue they spent a lot of time on was Taiwan. Biden reportedly asked China to respect the electoral process in Taiwan ahead of the presidential elections set for January. How did you see the discussion between the two over the issue of Taiwan?
(RICHEY) Q6. There are many contentious issues to cover but still, the two countries decided to cooperate on certain issues for which they need to work together on narcotics and climate change. What did they agree on?
(KIM) Q7. Turning to how democratic countries are enhancing their ties to tackle tensions on the Korean Peninsula the leaders of South Korea, the United States, and Japan met. Biden said he was able to lighten his load thanks to South Korea and Japan. What would such words have hinted at?
(RICHEY) Q8. Shifting to bilateral summits President Yoon and Kishida had their summit on Thursday local time where they talked about how bilateral cooperation was deepening with the reactivation of exchanges at multiple levels. Their seventh summit this year, how did you see the talks?
(KIM) Q9. At Stanford University, the two leaders are expected to announce the Hydrogen Ammonia Global Value Chain concept on Friday local time as part of efforts to play a role in de-carbonizing societies and also to secure the supply chains. What is this about, and in what ways do you believe this could be of help to both of these energy-dependent countries?
(RICHEY) Q10. Japan and China’s leaders also had their summit for the first time in a year on Thursday, where they discussed ways to revive the strategic relationship. What was mainly discussed and would it be safe to say such meetings would lay the foundations for a trilateral summit between Seoul, Beijing, and Tokyo?
(BOTH) Q11. Before we wrap up, I would like to ask how you saw this time’s APEC overall. How was it?
