Tropical storm Debby remnants drench Montreal with record-setting rain

Montreal and surrounding communities in Quebec are grappling with the aftermath of historic rainfall, as the remnants of Tropical Storm Debby led to widespread flooding and power outages. With over half a million customers affected by power outages, Hydro-Quebec is working diligently to restore electricity.
