They are undergoing instruction in road safety - the policemen look at model cars being pushed about on map. The instructors are white. The police are to control traffic in black only parts the city of Johannesburg. Various shots of black police officers controlling black cyclists on Orange Hill. Narrator explains that cops are asking cyclists to keep inside a white line on road - “and that’s the only colour bar that matters“.
