There is an ongoing debate on the international left about whether China is a capitalist or socialist country. It has billionaires and it is integrated with and essential to the global capitalist economy. However many core industries at the commanding heights of the economy are in state hands and subordinate to planning. Is capital in command of politics or politics in command of capital? How should we define China’s economy and address these contradictions?
