Speaking at the Primakov Readings forum in Moscow, Russian FM Sergey Lavrov drew attention to the range of soft power tools that Russia uses in international relations, including the development of diplomatic ties, the so-called ’Russian houses’ for cultural exchange, Russian language programs and others. He explained the contrast with the US concept, which relies on financial dominance and imposing its will on others.
