XCOM Enemy Unknown 100% miss

Starting an assault on Alien Base and go to Flush out a Sectoid as I wish to Ghost Bust his butt into my Arc Thrower. The game says that I have a 100% chance to hit, yet he runs away unscathed. I guess I should download the Stormtrooper mod.
