In an impassioned state-of-the-nation address to Russian lawmakers and other senior government officials, accompanied by video footage and computer-generated graphics, Russia’s President Vladimir has claimed that his country is developing a slew of new nuclear and other advanced weapons, including a nuclear-powered and nuclear-armed cruise missile with virtually limitless range.

On March 1, 2018, Putin delivered his remarks at the Manezh Central Exhibition Hall, near the Kremlin. Some lawmakers smiled and cheered as he described the numerous weapons development programs. These included the cruise missile with a nuclear engine, as well as the publicly known RS-28 Sarmat intercontinental ballistic missile (ICBM), the previously unacknowledged nuclear-tipped Avangard hypersonic boost-glide vehicle and Kanyon or Status-6 nuclear-armed unmanned undersea vehicle, a possibly dual-purpose nuclear and conventional air-launched hypersonic cruise missile called Kinzhal, and a short-range directed-energy system visually similar to the U.S. Navy’s
The most notable of the announcements is undoubtedly the yet-unnamed nuclear-powered cruise missile. The underlying idea isn’t novel, but depending on how useful and reliable the final design is, it might be a game-changing innovation.
Though we don’t know how the Russians intend to configure this missile, the U.S. Air Force experimented with a similar concept in the 1960s with the Supersonic Low Altitude Missile (SLAM). To launch the system, this weapon used a nuclear-powered ramjet in conjunction with conventional rocket boosters. Once at the proper speed, the engine would pump air over the reactor, which may contain enough fuel to run for weeks or months at a time, and force it out of an exhaust nozzle to generate thrust.
In theory, this mechanism has almost limitless range. A computer-generated animation accompanied Putin’s declaration, showing the missile flying from Russia into the Atlantic, over South America’s Cape Horn, and finally striking what looked to be a target in Hawaii.
The missile, cruising at high speed on a tortuous trajectory at extremely low altitude, might theoretically bypass surface- and space-based early warning systems and missile defense interceptors. With a two-way data link, operators may theoretically change the weapon’s course in flight to further mislead an opponent or actively fight any attempts to bring it down. The American SLAM idea also included a configuration with multiple nuclear warheads that could be dropped on different targets along the route, but it is unclear whether the Russian system has any capabilities that allow it to attack in more than one area.
The primary issue with nuclear propulsion technologies is safety and environmental concerns. To be small enough to fit inside a missile, the nuclear ramjet developed by the United States for SLAM and other projects lacked radiation shielding. The exhaust plume also carried unspent fissile material, which might have contaminated any area, enemy held or not, that it passed through on its approach to the target.
Putin said that tests of the propulsion system had taken place in 2017, although he did not specify whether they were in flight or on the ground, or under what conditions. This portion of his presentation was followed by an actual, although blurry video, however it was unclear whether it was a cruise missile prototype.
