Under secret orders from the roju and Sagami no kami (the governor of Sagami Province), Tsuchiya (Funakoshi Eiji), Asahina conceals his identity and infiltrates the area as a ““secret magistrate““ to search for any signs of rebellion among the feudal lords throughout Japan.
