Among them are Mr James Byrnes, American Secretary of State, Mr Quo Tai Chi, Chinese delegate in the UN, Mr Thomas Dewey, US Congressman and several others. He is reading President Truman’s address after apologising in the President’s name for not being able to come. President Truman’s message calls for peace, for not using force except for defence, and talks about the importance of the Security Council in preservation of peace.
