Location Unknown / Unclear. Long shot of a empty conference room at the United Nations building. Various shots of a group of delegates seated during a session of (what looks like) Security Council. Among them are Mr James Byrnes, American Secretary of State, Mr Quo Tai Chi, Chinese delegate in the UN, Mr Thomas Dewey, US Congressman and several others. Chinese delegate reading a statement - natural sound. He is talking about peace and co-operation. Mr Byrnes rises to speak after Chinese delegate - natural sound. He is reading President Truman’s address after apologising in the President’s name for not being able to come. President Truman’s message calls for peace, for not using force except for defence, and talks about the importance of the Security Council in preservation of peace.
