Men in winter coats hats; sponsors of project (?) enter through gate. Mayor in top hat and big medallion standing at gate; greeting the men; with young boys peering through fence in BG. Shot of several children - 3 girls in FG holding large cups or plates; boy peeking round in FG. Small girl crosses in FG holding out her plate like ’Please Sir can I ’ave some more?’ - really the whole thing is very Dickensian. A sour-looking girl walks toward cam.
