Since I named previous exercise Superman, this is the slightly easier version, so I named it Superboy :) Its both a combo of strength and stretch. I actually feel a really good quadricep stretch on the suspended leg when my other leg is on the floor. And on the later reps were I’m up and I raise one leg higher than the other,it actually makes you work to stabilize the hip / pelvis because as that leg goes up the hips want to open up and twist.
