Unloading a Herzog Cartopper

Unloading a Cartopper from a Union Pacific work train at Port Barre Louisiana. Scary to watch, but it worked a treat. WHY IS THE MACHINE ON THERE? ARE THERE NO RAMPS AVAILABLE?
