When a man named Tim, who also goes by the name Brother T-Rice El, noticed a bunch of potholes around his St. Louis, Missouri, neighborhood, he took matters into his own hands.“We gotta take it upon ourselves to do this cause the city ain’t coming,” he told KMOV. Tim and his sister Angela Berry were talking about the deteriorating neighborhood street.
