Shuba - Russian Dressed Herring (Herring in a Fur Coat)

The first time I had Hering im Pelzmantel in Germany, I fell in love with it. Shuba or selyodka pod shuboy, as it is known in Russian, is a very flavorful and colorful dish. Also known as Herring in a Fur Coat, it is a Russian or East European dish made with layers of potatoes, herring, onions, carrots and beets. For the potatoes, waxy types are the best for grating after boiling. Traditionally salted herring is used but if that is unavailable, I found that canned herring (such as can be found at Lidl or other supermarkets) works as well. The beets are also traditionally roasted or boiled, but I find that pickled beets adds a nice acidity to the dish.
