The recent launch of Huawei’s new smartphone, a showcase of indigenous Chinese technology, has been followed by US expansion of export controls targeting China’s access to chips. This shows how despite US efforts to slow China’s technological rise, China continues to make progress in its quest for technological self-sufficiency. But China is not only developing its capabilities and domestic technological ecosystems, it is continuing to export these to the rest of the world. Many of these countries do not share US perceptions of the risks of Chinese technology.
