99% reduced aoe Rain of Arrows Theory Craft

Here is a build theory craft based around my friend thero’s idea to use wreath of phrecia to scale reduced aoe, a stat which largely doesn’t exist as far as I know. Ultimately this is a build that I could overcome the last few percent reduced aoe without extremely high end kalandra jewellry. I am hoping there is a sorce of reduced aoe that I am missing and potentially someone in the comments will endow us with their wisdom to solve the last few percent.
