Why this Ohio cop released the viral heroin overdose photo

The East Liverpool, OH Police Department recently posted a photo to social media of a couple passed out from an apparent heroin overdose, as a small child looked on. Patrolman Fred Flati took the photo. We spoke to him about why he took it, and about the resulting controversy.
