Youtube encoding seems to have made the water very difficult to see clearly . Note that the ripples are created purely via the algorithm, the normal map used has no animation in it. This has the benefit of cutting down a bit on memory requirements for water. Before it had to cycle over a number of frames in the normal map for standard pre-existing Source SDK water shader
