Lethal Tempo Update (Again!) - Attack Speed without Items!

Lethal Tempo got changed on PBE (again). Now it gives a bit less attack speed at lvl 1 but has incredible scaling at lvl 18. I guess Riot finally listened to all the players who said that Lethal Tempo was too strong at lvl 1 and should be a scaling rune.
