Biden administration investigates agents’ use of whips to deter Haitian migrants

The President Joe Biden administration is investigating the behavior of mounted U.S. Border Patrol agents who used whips to scare migrants who had crossed the Rio Grande to get food and were returning to the improvised encampment on Sunday in the border.
