As I mentioned earlier in the comments, “shadowman“ aka “ominous stranger“ uses Federal Guard Service (FSO) guy model, so it’s a reuse (placeholder: “head_fso_d“ as head and “body_fso_suit_a“ as body). You may also notice that in the release version of MW3 (’Persona Non Grata’ mission), developers still use Kamarov model as a placeholder for Yuri, so the model chosen for “shadowman“ is not an exceptional case. Personally, I think it was “inside man“ from the president’s plane or the yet-to-be-invented villain for MW4/Ghosts. P.S.
