Putin is kneeling in front of the Beslan memorial, ’City of Angels’. Today was not the day of remembrance, which would happen later, on September 1st. I believe that, in the midst of the current crisis, this place holds special significance for him and for Russia. Putin pre-Beslan and post-Beslan are two different rulers.
