After the Putin-Biden summit European leaders such as Germany’s Merkel and France’s Macron called for renewed dialogue with Russia. The Baltic States and Poland said “Not so fast.” Thus, there is no consensus within the EU on how to move forward. The ball remains in Brussels’ court.
