On a potentially monumental day for Ukraine, Russia says it is pulling back its assault on Kyiv and also on the city of Chernihiv, just north of the capital. U.S. officials say they are seeing a major strategy shift on the ground. Russia’s defense minister this morning said the main tasks of their operation are completed, and now his country can focus its efforts on its primary goal of trying to wrest control of Donbass in eastern Ukraine. Turkey’s foreign minister hailed today’s negotiations in Istanbul as the “most meaningful progress” yet. There were productive discussions on the status of Crimea, but the Ukrainian side cautions that much remains unresolved -- including security guarantees.
