Ukraine has long been widely recognized as the most corrupt country in Europe, but the election of Volodymyr Zelensky was supposed to change all that as he swept out the old corrupt officials and ushered in a new era of good governance. The truth, however, has been quite different, as the Panama Papers revealed the existence of disparate hidden offshore assets belonging to Zelensky, his wife and various associates. And while Zelensky’s spokespeople have offered up defenses for these secret assets, the appearance is that the new boss in Ukraine is much like the old bosses when it comes to corruption and self-dealing.
