WTF?-Emergency Alert System is used to Campaign?

Just listen. Yes, the title is right. On November 6th, 2006, AM talk station KFBK activated the Emegergency Alert System for a required monthly test. But, it didn’t seem that way to KFBK’s listeners. This is REAL!!! KFBK says that the incident was a result of human error, and of “bad training“. What do you think-accident on intentional?
