better instructions and a probable redo to come later; this is a super-quick version made just for my friends who are at Otakon right now. basic details: once basic is done, draw the outlines in white creme paint. Fill in around with sponges and brushes. Smudge like a mofo. Add extra grey to help accentuate smudges. Add extra white for extra contrast. Powder if you want or let it get more smeared through the day, either works.
