A very curious device. The rotor deposits charge in the surface of the glass pot and is repelled. But the charge leaks away fast if the pot is grounded at some point and the repulsion is continuous. Any asymmetry starts a rotation. A candle provides enough ionized air to drain charge from the pot and produce the same effect. This is a reproduction of this experiment:
