Track is missing for this whole issue. Lord Baden Powell makes a speech - unfortunately only visuals survive. Full titles read: “When the history of the 20th Century is written, probably one of its outstanding features will be the remarkable world growth of the Scout movement. Pathetone is pleased to be the medium for Lord Baden Powell GCMG, GCVD, KCB, etc - the founder of the Scouts, to address briefly the 2,000,000 British Scouts, and their parents, and all interested in the welfare —— “ (timecode obscures titles.). Alas, as soundtrack is missing, we do not know what he is saying! (And his moustache makes it difficult to lip-read.) At 01:46:00 and 01:47:50 he makes the three-fingered Scout salute.
