This is a latissimus dorsi stretch with a belt and a block. The latissimus dorsi, or lats, are the only muscles that connect the arms to the spine and the pelvis( through the thoracolumbar fascia). These muscles are not easy to stretch or develop. They are the main muscle involved in doing pullups which are one of the hardest exercises out there. Tight lats also have a big negative effect on posture.
