Did Ukraine attack a prisoner of war compound with HIMARS?

Suite 249 Silver Spring, MD 20910 USA Russia claims that Ukraine attacked a POW barracks full of Ukrainian prisoners with HIMARS rockets. The building doesn’t show that much explosive damage and the beds in side the barracks are still mostly in order. The roof does not have any shrapnel damage. Due to the burn marks on the windows, I believe that Russia locked Ukrainian prisoners inside the building and used incendiaries on the prisoners.
