“Just trying to get to a safe place“ - Pursuit of Cadillac DEVILLE by Arkansas State Police #pit

Trooper’s Report: On 10-5-2023 at approximately 23:52 hrs, I, Trooper Blayn Lucas, was traveling westbound on Interstate 630 in the #2 lane in the area of mile marker #2. I observed a gold Cadillac Deville traveling westbound on Interstate 630 in the #1 lane at a low rate of speed. I slowed my patrol speed down to let the vehicle pass me, and once it did, the vehicle was displaying Arkansas license plate “020ZOL.” I ran the license plate through ACIC/NCIC and it returned to a gray Chevrolet Camero. I activated my emergency blue lights to conduct a traffic stop on the vehicle on Interstate 630 at the #3A exit ramp. The vehicle took the exit and turned southbound onto S. Woodrow Street. The vehicle continued to drive down the road, so I activated my emergency siren in attempt to get the vehicle to come to a stop. The vehicle continued driving at speeds of approximately 40 miles per hour in a 30 mile per hour zone. The vehicle turned westbound onto Asher Ave. from S. Woodrow Street. The vehicle continued traveling westbound on Asher Ave. towards S. Maple Street. I drove along side the suspect vehicle and shined my spotlight at the driver to get his attention. The vehicle then turned northbound onto S. Maple St. from Asher Avenue. The vehicle turned westbound onto W. 25th St. from S. Maple Street. I attempted to perform a Tactical Vehicle Intervention (.) at W. 25th St. and S. Pine St. by using the right side of my push bumper and making contact with the left rear of the suspect vehicle but it was unsuccessful. The vehicle came to a stop at a residence (4000 W. 25th St.) at the intersection of S. Cedar St. and W. 25th Street. I ordered the driver, later identified as Rodney Johnson, and the passenger, later identified as Ciara Butler, out of the vehicle.
