The flags represent the departing Admiral of the fleet Sir Charles Forbes and his successor, Admiral Tovey. M/S of newly appointed Commander in Chief of Royal Navy, Admiral Tovey, coming aboard flagship of home fleet. He salutes before shaking hands with his predecessor, Admiral Forbes. Forbes then introduces Tovey to officers on board ship. Forbes then says goodbye to his officers and men and walks down gangway to his personal barge. M/S of line of sailors blowing whistles.
