Heuer Stopwatch (With fault?)

I bought this stopwatch at a garage sale for $5. It works fine, with the exception of the minute counter not moving. I went to research it online, and found many youtube videos, showing stopwatches with the minute counter not counting. Is there a switch to get it working, or is it just common amoung mechanical watches? Let me know if you know.
