BAFFLING Roadside Find - HELP ME Identify It

While I was on my way to another location, I spotted some objects off the side of the road. With my curiosity peaked, I turned around, pulled out the camera and started filming. Typically I have a general idea of what certain things are or were used for, but this one has be baffled. The only things I know is that this is located in coal country just outside of Mahanoy City, Pa and that it most likely had something to do with coal. It would of been utilized by rail or for a nearby breaker, but something took place here. Did it utilize water? Was it used for separation or storage?
