The situation in which Europe finds itself is difficult, complex and dangerous. It has been going on for the third year. Russia is waging war against Ukraine. The Middle East is at risk of escalation, plagued by terrorist attacks. In North Africa, conflicts are destabilizing the region. Irregular migration is a constant problem for Europe, which is once again approaching peak levels. The global economy is once again facing the frightening prospect of post-Cold War fragmentation, challenging the very foundations of the European model and threatening the peace, stability and prosperity of Europe. We gather today because we believe that these threats and challenges concern us all.
