Poincare (1923)

French titles. French Prime Minister Raymond Poincare dedicates monument to the dead in Dunkirk; France; and proclaims the intention to occupy the Ruhr district until Germany has made the overdue reparations payment. Opens with shot of spectators crowded behind rope alongside street. Parade in progress: veterans marching; carrying flags (also a few boys; maybe sons of soldiers killed in the war).
